Repeals the statutory requirement that the Department of Transportation reimburse the City and County of Honolulu for operation and maintenance of the State fireboat.

Allows the Harbors Division flexibility to pursue alternative fireboat management options, including contracting for management services or partnering with existing marine casualty response organizations.

Intended to improve efficiency and achieve cost savings through economies of scale while maintaining fireboat operational capabilities for harbor firefighting and marine incident response.

Does not cease fireboat operations but allows the department to adapt management to comply with updated United States Coast Guard marine firefighting and salvage regulations requiring specialized training and techniques.
