Establishes maximum bumper height requirements for motor vehicles based on gross vehicle weight rating (GVWR), ranging from 22 inches for passenger vehicles to 35 inches for vehicles over 7,501 lbs.

Prohibits operation of motor vehicles on public roads, streets, or highways in Hawaii with bumpers exceeding the specified maximum heights.

Requires vehicles exceeding Vehicle Equipment Safety Commission-Regulation 12 recommended bumper heights to be equipped with an audible reverse warning system.

Establishes penalties for bumper height violations as violations subject to fines of not less than $25 nor more than $1,800.

Amends section 291-37 to include violations of section 291-35.1 (bumper height regulations) in the general penalties provision for motor vehicle equipment violations.
