Establishes the Safe Routes to School Program as a permanent statutory program to enhance traffic safety around Hawaii schools and encourage children to walk and bicycle to school.

Creates the Safe Routes to School Program Special Fund and appropriates $250,000 from the fund to the Department of Transportation for program implementation.

Imposes a $10 surcharge on all moving violations and a $25 surcharge on speeding violations in school zones, with revenue directed to the Special Fund.

Makes the program permanent statewide, building on successful existing programs at 38 schools that have demonstrated effectiveness in increasing student walking and biking.

Effective date: September 1, 2012.
