Requires the Department of Hawaiian Home Lands to develop and administer an off-the-grid living program allowing native Hawaiians to occupy Hawaiian home lands before utility infrastructure is installed.

Homesteaders must meet basic habitation requirements including provision of potable water, wastewater treatment, and electrical power, and must comply with pertinent federal regulations.

Structures built under this program are exempt from state building code (chapter 107, HRS) and county codes, but must implement the intent of those codes through administrative rules.

Department of Hawaiian Home Lands must adopt rules under chapter 91, HRS to carry out the purposes of the Act.

Intended to reduce waiting periods for native Hawaiians on the homestead waiting list by allowing land occupation without delays from utility infrastructure development.
