Transfers administrative responsibility of the Office of International Affairs from the Department of Business, Economic Development, and Tourism to the Office of the Lieutenant Governor.

Designates the Office of International Affairs as a temporary office for special purposes within the Lieutenant Governor's office.

Amends Hawaii Revised Statutes Section 26-1(d) to add office of international affairs to the lieutenant governor's administrative responsibilities, alongside the office of information practices.

Transfers all appropriations, records, equipment, contracts, and personnel associated with the Office of International Affairs to the Lieutenant Governor's office, with employee protections preserved.

Effective January 1, 2013.
