Requires the Director of Commerce and Consumer Affairs to designate separate access organizations for each of three cable access components: public access, educational access, and governmental access (previously allowed a single organization to oversee all three).

Establishes distinct definitions for "public access facilities," "educational access facilities," and "governmental access facilities" in Hawaii Revised Statutes Section 440G-3.

Mandates that cable operator payments for public, educational, or governmental access facilities be distributed equally among the three separate access components.

Requires the director to conduct annual management and financial audits of each designated access organization and establish fair terms and conditions based on geographic, topographic, and economic characteristics of service areas.

Amends Act 19, Session Laws of Hawaii 2011 to make Section 440G-13 permanent by removing its June 30, 2014 repeal date; takes effect upon approval.
