Exempts installation, improvement, construction, upgrading, or development of existing wireless telecommunications facilities from state and county permitting requirements from July 1, 2012 to June 30, 2017, except where required by federal law or to maintain federal funding eligibility.

Requires entities using the exemption to provide at least 30 days notice to the director of commerce and consumer affairs by posting on a designated website, with exceptions for public utilities and government entities providing access through existing rights-of-way.

Establishes expedited permitting timeline requiring final decisions on new wireless telecommunications facility siting applications within 120 days of receipt, with automatic approval if decision is not issued within that timeframe.

Requires state and county building permits for approved tower and antenna support structures to be approved or disapproved within 45 days of complete application submission, with automatic approval after 45 days if no decision is issued.

Directs the director of commerce and consumer affairs to report to the legislature by 2017 on the number of exemptions and permits issued, and provide recommendations on extending or modifying these provisions.
