Authorizes the Department of Land and Natural Resources to regulate commercial activities operating from private marinas that use state waters or marine resources

Expands the Board of Land and Natural Resources's regulatory authority to include operations originating from private marinas, previously limited to state-run harbors and marinas

Enables the Department to manage all commercial activities on nearshore waters and better protect Hawaii's natural resources

Clarifies that regulatory authority over commercial use of state waters and marine resources extends to private marina operations
