Prohibits operation of motorized vehicles on any beach in Hawaii unless authorized by the board or on designated state/county trails and roads managed for motorized use.

Exempts motorized wheelchairs used by individuals with disabilities from the motorized vehicle restrictions.

Establishes penalties for violations: $200 for first offense, $400 for second offense, and $1,000 for third or subsequent offense, classified as petty misdemeanor.

Defines "motorized vehicle" to include automobiles, trucks, vans, all-terrain vehicles, motorcycles, mopeds, motor scooters, go-carts, dune buggies, and similar vehicles whether licensed or unlicensed.

Takes effect upon approval and does not affect rights, duties, or penalties that existed before enactment.
