Lowers the contract threshold triggering wage requirements from $25,000 to $5,000 for service contracts with state or county governments.

Requires contractors to pay employees the greater of either the federal poverty guideline for a Hawaii family of four (as adjusted by the U.S. Department of Health and Human Services) or the wages paid to public employees for similar work.

Mandates contractors allow employees to form, join, and organize with labor unions, and requires contractors to grant union access to employees during non-work periods for organizing purposes.

Establishes enforcement provisions including $5,000 fines per violation, attorney's fees, and employee liability for unpaid wages plus liquidated damages in cases of willful violation.

Makes parallel amendments to prevailing wage requirements for public works projects under chapters 103 and 104, applying the same poverty-guideline wage floor.
