Establishes a citizen marine patrol program within the Department of Land and Natural Resources to address lack of enforcement personnel covering Hawaii's marine areas.

Requires the department to adopt administrative rules for the program that include providing educational opportunities to citizens, fostering community responsibility, training in life-saving skills, and organizing volunteer teams to assist first responders.

Volunteers would serve as assistants, observers, and educators rather than law enforcement officers, helping to monitor compliance with marine safety and resource management rules.

Appropriates an unspecified amount from general revenues for fiscal year 2012-2013 to establish the citizen marine patrol program.

Takes effect on July 1, 2012.
