Requires the office of the auditor to conduct a financial and management audit of the department of public safety's commissary operations and commissaries at out-of-state correctional facilities housing Hawaii inmates.

Audit must determine total annual revenues from commissary sales, total annual operating expenditures, criteria for item selection, pricing methods, and any contractual controls on pricing and profits.

Audit responds to legislative concerns that commissary markups may be excessive compared to public retail prices.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2013 regular session convenes.

Takes effect upon approval.
