Issues $500,000,000 in general obligation bonds for repair, maintenance, and capital renewal projects across multiple state departments, the University of Hawaii, Hawaii health systems corporation, and the judiciary.

Exempts contracts under $500,000 from the procurement code for the department of education, University of Hawaii, department of accounting and general services, department of agriculture, department of defense, department of health, Hawaii health systems corporation, department of human services, department of land and natural resources, department of public safety, and judiciary.

Increases the small purchase procurement threshold from $100,000 to $250,000.

Exempts capital improvement projects authorized by this Act from county permit, license, and certificate requirements while maintaining compliance with other applicable county code requirements.

Requires the procurement policy board to establish an accelerated procurement process for projects funded under this Act and allows appropriations to remain unencumbered through June 30, 2014.
