Authorizes the Board of Electricians and Plumbers to regulate and license air conditioning pipefitters, fire sprinkler technicians, and solar technicians under Chapter 448E.

Establishes minimum qualification requirements for new licenses including at least one year of experience in the trade or two years of schooling, with academic coursework requirements effective July 1, 2013.

Requires at least half of all workers performing electrical, plumbing, air conditioning pipefitting, fire sprinkler, or solar work on construction job sites to be licensed, with a waiver available if insufficient licensed workers exist in a county.

Mandates that licensed workers visibly display their license while on construction job sites and establishes continuing education requirements for license renewals every three years beginning July 1, 2015.

Extends licensing and regulatory requirements to air conditioning pipefitters, fire sprinkler technicians, and solar technicians, including registration exemptions for owner-built residential structures and injunction authority for unlicensed practice.
