Authorizes individual counties to require licensing of commercial dog breeders and to establish minimum standards for housing and treatment of dogs in breeding operations.

Defines "commercial dog breeder" as any person possessing a specified number of intact female dogs age six months or older engaged in breeding or dealing dogs for sale or exchange.

Requires commercial dog breeders to make their premises available for unannounced inspection during business hours and to comply with county-established standards including proper veterinary care, food, water, shelter, space, temperature, lighting, ventilation, and exercise.

Allows counties to assess biennial license fees and impose civil penalties up to specified amounts for operating without a license or failing to comply with county standards.

Permits counties to dispense with or modify licensing requirements by ordinance, providing flexibility for counties with few or no commercial dog breeding operations.
