Adds new section 481B to Hawaii Revised Statutes prohibiting certain acts by web designers and developers who provide services for compensation.

Prohibits use of unauthorized graphics, copyrighted material, or other software in web design or programming without proper authorization.

Prohibits designing or programming websites to include material not approved by the customer.

Prohibits web designers from claiming ownership of completed web pages or websites after finishing the work.

Prohibits use of any material obtained from a customer's computer, including emails and email addresses, without customer authorization; violations are subject to unfair and deceptive practices law penalties.
