Amends the definition of "public safety agency" to refer specifically to state and county divisions, rather than divisions of any governmental entity

Limits enhanced 911 fund disbursements to state or county divisions providing firefighting, law enforcement, ambulance, medical, or other emergency services, and private contractors providing such services for the state or county

Prevents federally funded agencies from accessing enhanced 911 fund monies, preserving funds for state and county public safety agencies

Committee received support from Department of Accounting and General Services, State Fire Council, Honolulu Fire Department, Enhanced 911 Board, and county police departments
