Requires the Public Lands Development Corporation (PLDC) to consult with the Office of Hawaiian Affairs regarding the corporation's projects, activities, and rules to ensure they do not diminish traditional and customary Hawaiian rights protected under Article XII, Section 7 of the state constitution.

Adds protection of cultural practices and traditional Hawaiian rights to the Hawaii public land optimization plan requirements.

Mandates PLDC development plans include a culturally sensitive development plan component that identifies cultural practices and resources, assesses project impacts on those resources, and proposes mitigation measures.

Requires PLDC to hold a public informational meeting in the affected community before implementing any public lands optimization project and to solicit public input on whether the project is consistent with the community's needs and culture.
