Increases the protected zone around schools and public parks from 750 feet to 1,500 feet for drug distribution and methamphetamine manufacturing offenses.

Changes all violations of controlled substance promotion in, on, or near schools, school vehicles, or public parks to class A felonies (previously class C felonies for distribution and class A only for methamphetamine manufacturing).

Removes prior conviction enhancement provisions that allowed sentences of 2-10 years for repeat offenders under subsection (1)(a), (b), or (c).

Eliminates minimum parole eligibility restrictions that previously applied to enhanced sentences for repeat offenders.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
