Permanently establishes the weed and seed program within the Department of Labor and Industrial Relations to reduce crime and improve neighborhood quality of life through law enforcement collaboration and community revitalization efforts.

Requires the Department to submit annual reports to the Legislature and Governor detailing weed and seed program activities, completed and ongoing projects, expended funds, and relevant program data.

Appropriates unspecified funds as a grant to the Young Men's Christian Association of Honolulu pursuant to Chapter 42F, Hawaii Revised Statutes, to support weed and seed program operations through the Office of Community Services.

Appropriates unspecified funds to maintain current weed and seed program operations and expand the program into other areas of the State.

Program operates by "weeding" out criminal elements while "seeding" communities through prevention, intervention, treatment, and neighborhood revitalization initiatives involving law enforcement, residents, non-profit organizations, and private businesses.
