Establishes a photo red light imaging detector systems program that counties may implement on state or county highways to enhance highway safety.

Creates a special account within the general fund to receive all fines collected from the photo red light program, with revenues to be spent in the imposing county for establishing, operating, managing, and maintaining the system.

Appropriates unspecified amounts to each county to establish and implement the photo red light imaging detector systems program.

Committee on Finance recommends passage, with support from the Department of Transportation, State Highway Safety Council, Mothers Against Drunk Driving HAWAII, and the Hawaii Bicycling League.
