Expands the Board of Land and Natural Resources from seven to eleven members by adding four ocean resources specialists for matters relating to ocean resources.

The four new ocean resources members must represent at least four of five categories: fishery science, commercial fishing industry, fishing community/non-commercial fisheries, seafood processing and marketing, or maritime industries.

The four ocean resources members count toward quorum and majority only on ocean resources issues and may vote exclusively on ocean resources matters.

Political party affiliation rules do not apply to the four ocean resources members, and there is no limit on how many can be from the same political party.

Effective date is July 1, 2030.
