Amends Hawaii Revised Statutes Section 286-106.5 to extend expired driver's license validity for active duty military members and their dependents deployed outside the United States for 90 days after returning to the United States.

Expands eligibility to include military dependents who accompanied the service member during deployment, not just the service member alone.

Allows active duty military personnel stationed in Hawaii and their accompanying dependents to use a valid Status of Forces Agreement driver's license in place of a state-issued driver's license after the 90-day grace period expires, until obtaining a valid Hawaii driver's license.

Applies to any member of the United States armed forces on active federal service whose driver's license expired while deployed outside the United States.

Takes effect upon approval.
