Establishes an emergency management task force within the legislative reference bureau to evaluate chapters 127 and 128 of Hawaii Revised Statutes and recommend amendments or creation of new chapters.

Task force membership includes legislative chairs, state attorneys general, adjutant general, civil defense director, directors of health/public safety/finance/transportation, county mayors, police and fire chiefs, FEMA Region IX administrator, and three appointees from the governor and legislative leaders.

Task force must evaluate adequacy of safeguards in existing emergency management law to provide sufficient warning and protection for state residents and visitors during emergencies.

Task force shall meet at least five times between June 1, 2012, and December 31, 2012, and submit findings and recommendations including proposed legislation to the legislature no later than twenty days before the 2013 regular session.

Task force dissolves on June 30, 2013.
