Designates existing sections 1-6 of H.B. 280 as Part I and clarifies that Part I does not affect rights, duties, penalties, or proceedings that arose before the Act's effective date

Establishes a statewide food sustainability standard program (Part II) requiring Hawaii to double the amount of locally grown food for in-state consumption by 2020, measured by farm cash receipts for livestock, dairy, and crops

Creates Department of Agriculture responsibilities to measure and publicly report annual food commodities data, identify key commodities for market development assistance, and plan incentives to meet or exceed the food sustainability standard

Directs the Department of Agriculture to submit annual reports to the legislature on progress toward food sustainability goals and recommendations for policy changes or legislation

Renumbers existing sections 7, 8, and 9 as sections 9, 10, and 11 and designates them as Part III
