Establishes a procurement preference for bidders on state and county contracts who pledge to hire veterans with disabilities for the duration of the contract.

Preference amount equals the percentage of the bidder's workforce that are veterans with disabilities, subtracted from the bid price for selection purposes only, with a maximum cap of 5 percent of the bid price.

Part-time employees with disabilities who are veterans count proportionally based on hours worked in a 40-hour work week.

Requires the Department of Human Services to establish and maintain a registry of veterans with disabilities seeking employment, with prior authorization from each veteran.

Defines "veteran with disabilities" as a person who served in active duty military (Army, Navy, Air Force, Marines, or Coast Guard) and was discharged under conditions other than dishonorable, with a physical or mental impairment substantially limiting major life activities, as determined by the Department of Health, Department of Human Services, or a licensed physician.
