Designates the Honor and Remember Flag as Hawaii's official emblem recognizing fallen members of the United States Armed Forces who died in the line of duty.

Adds a new section to Chapter 5, Hawaii Revised Statutes establishing the flag as "the State's emblem of service and sacrifice."

Flag symbolism includes: red field representing sacrifice, blue star for active military service, gold star for the ultimate sacrifice, eternal flame for the departed spirit, and white border for purity of sacrifice.

Nine states (Delaware, Louisiana, Maryland, North Carolina, Oklahoma, Oregon, Pennsylvania, Utah, and Virginia) have already adopted similar legislation.

Effective upon approval.
