Establishes a temporary Hawaii veterans court in the first circuit, administered by a circuit court judge selected by the chief justice, to address prison overcrowding by providing alternatives to incarceration for eligible veterans.

Veterans with mental health or substance abuse problems charged with felonies or misdemeanors may petition to transfer their cases to veterans court with approval from the court and prosecuting attorney.

Veterans court judge has authority to require participating veterans to attend rehabilitation, treatment, and educational programs; participate in peer mentoring; and appear regularly before the court for at least one year to monitor compliance with treatment plans.

Crime victims retain the right to attend proceedings, provide testimony, and receive full restitution ordered by the veterans court.

Appropriates unspecified funds for fiscal years 2012-2013 and 2013-2014 to establish three positions (social worker V, social worker IV, and circuit court clerk II) and cover staffing, equipment, and operational expenses; the act repeals on June 30, 2021.
