Establishes the Aha Moku Advisory Committee within the Department of Land and Natural Resources to advise the Chairperson of the Board of Land and Natural Resources on matters related to Hawaiian culture, native Hawaiian burial sites, and environmental protection.

Appropriates $76,500 for fiscal year 2012-2013 to cover administrative costs for the Aha Moku Advisory Committee's operations.

Authorizes the Aha Moku Advisory Committee executive director to hire an administrative or executive assistant to support the committee's work.

Removes provisions relating to reduced quorum requirements for island burial council meetings that were in earlier versions of the bill.
