Requires the Public Land Development Corporation to preserve historically significant objects and structures, respect host culture, and protect public health, safety, and welfare in its projects.

Mandates that development projects consider adverse health and environmental consequences and include preventative and remedial measures.

Requires at least one partner in every public-private project to have maintained a physical presence in Hawaii for at least three years and be incorporated in the State.

Requires a sustainable development plan for projects where the corporation is an equity partner, addressing environmental issues, community concerns, host culture respect, and preservation of historic sites.

Prohibits the corporation from exchanging certain public lands ceded to the United States by the Republic of Hawaii or acquired in exchange for such lands without first complying with section 171-50.
