HI HB2819

Limits the prohibition on selling or assigning fee simple interest of certain lands in the Kakaako Community Development District to only makai (seaward) lands, allowing potential transactions in non-makai areas.

Requires the Hawaii Community Development Authority to determine and report the costs and benefits of selling and purchasing properties (excluding makai lands) within the Kakaako Community Development District.

Mandates submission of the costs and benefits report to the Legislature within ninety days of the effective date.

Exempts certain parcels from the existing prohibition in HRS § 206E-31.5(2) against residential development approval in the makai portion of Kakaako between Ala Moana Boulevard, Kewalo Basin, and the foreign trade zone.

Aligns with SB 2783 (2012) which provides fee simple title to certain Kakaako makai lands to the Office of Hawaiian Affairs to generate revenue for native Hawaiian services.
