Adds a new exception to Hawaii thrill craft operation restrictions allowing thrill craft to be used for ocean cleanup activities as provided by the Department of Land and Natural Resources.

Modifies Section 200-37(c) of Hawaii Revised Statutes to permit thrill craft use in state waters for ocean cleanup operations in addition to existing authorized uses (designated areas, government operations, and film production).

Requires the Department of Land and Natural Resources to adopt administrative rules in accordance with Chapter 91 to implement the new exception.

Requires the Board of Land and Natural Resources chairperson to report to the legislature no later than twenty days prior to the 2013 regular session on the status of rule adoption.

Takes effect upon approval.
