Establishes efficient and inexpensive procedures for litigants to depose out-of-state individuals and obtain discoverable materials located outside the trial state.

Eliminates the need for trial state litigants to hire local counsel in the discovery state or file separate subpoena actions by allowing presentation of trial state court-issued subpoenas to the discovery state court clerk.

Requires discovery to comply with discovery state laws, recognizing the discovery state's interest in protecting its residents from unreasonable or burdensome requests from out-of-state litigation.

Adopts the Uniform Interstate Depositions and Discovery Act, which twenty state jurisdictions had already adopted with nine more states, including Hawaii, considering adoption in 2012.
