Establishes the Halawa community development district encompassing 104 acres of land on which Aloha Stadium is situated, with stadium operations remaining under the stadium authority's jurisdiction.

Transfers property management authority from the stadium authority to the Hawaii Community Development Authority (HCDA), effective July 1, 2013.

Prohibits the HCDA from selling fee simple interests in district lands except for utility easements, remnants, grants to state or county agencies, or easements and infrastructure improvements for private entities.

Requires the HCDA to develop mixed-use community including residential, commercial, and industrial uses with design policies emphasizing public transportation, pedestrian circulation, historic preservation, and affordable housing integration.

Appoints three additional voting members to the HCDA board to represent the district, with voting authority limited to district-related issues.
