Adds military service as an eligibility criterion for the Hawaii State Scholars Program by allowing applicants who received commendations from the United States Armed Forces to qualify for scholarships.

Requires military service applicants to not have received a dishonorable discharge or bad conduct discharge to be eligible.

Extends the enrollment deadline for military service members from eighteen months after high school graduation to eighteen months after separation from the United States Armed Forces.

Removes the word "academic" from the excellence requirement and reorganizes the qualification criteria into four options: valedictorian status, 4.0 high school GPA, top ten percentile on standardized college admission tests, or military commendation.

Scholarship recipients must maintain a cumulative 3.0 grade point average and satisfactory academic progress to continue receiving benefits for up to four years, with possibility of renewal for a fifth year in exceptional circumstances.
