Requires the Department of Land and Natural Resources to establish a West Maui Ocean Recreation Management Area Advisory Committee by September 1, 2012, to address ocean recreation issues, particularly in waters adjacent to Kaanapali

Creates a temporary advisory committee composed of ocean users, including one commercial boating enthusiast and one fishing enthusiast, that will expire on June 30, 2015

Exempts advisory committee members from the provisions of chapter 84, Hawaii Revised Statutes (ethics code) regarding their participation on the committee

Mandates the Department of Land and Natural Resources to submit annual reports to the Legislature at least 20 days before each regular session until the committee expires
