Transfers the Pacific International Space Center for Exploration Systems (PISCES) from the University of Hawaii to the Department of Business, Economic Development, and Tourism to improve operational flexibility in the aerospace sector.

Appropriates $500,000 in general revenues to operate the PISCES aerospace technology research and development park project.

Removes provisions for general obligation bond issuance for PISCES construction, as those bonds are included in the executive branch's fiscal year 2012-2013 supplemental appropriations measure.

Intends to enhance Hawaii's competitiveness with space industry partners while maintaining PISCES' collaborative relationship with the University of Hawaii.

Aims to support economic growth, green industries, job creation, workforce development, and science, technology, engineering, and math education programs through PISCES operations.
