Prohibits the Department of Land and Natural Resources from entering into leases for game management areas on islands with populations under 5,000 persons for less than 10 years.

Requires DLNR to make best efforts to convert the month-to-month lease of the Lanai game management area to a minimum 10-year lease.

Establishes a Lanai Hunting Task Force within DLNR with representatives from the Lanai Hunting Association, Lanaians for Sensible Growth, Castle and Cooke, Maui Visitors Bureau, Lanai business community, and other stakeholders to create a plan promoting responsible hunting industry growth.

Task force members receive no compensation but are reimbursed for necessary expenses and must meet on Lanai to develop recommendations.

Task force must submit a final report to the legislature no later than 20 days before the 2013 regular session and ceases to exist on June 30, 2013.
