Establishes the Sergeant Deyson Cariaga service members' life insurance reimbursement special fund to be administered by the Department of Defense.

Reimburses eligible Hawaii National Guard members and federal military reserves for premiums paid under the Service Members' Group Life Insurance Program (38 U.S.C. § 1965 et seq.).

Limits reimbursement eligibility to time periods when service members were deployed on active duty to a war zone.

Appropriates unspecified sums from general revenues for fiscal years 2011-2012 and 2012-2013 to establish and operate the special fund.

Takes effect July 1, 2011.
