Establishes the Office of Disaster Preparedness (ODP) to coordinate Hawaii's disaster and natural hazard response efforts.

Requires the ODP Director to develop a comprehensive Disaster Preparedness Plan and submit annual status reports to the Governor and Legislature.

Creates a Disaster Preparedness Commission to assist the Director in plan development, document past disasters in Hawaii, and establish advisory committees for technical support.

Appropriates an unspecified sum to fund the establishment and operation of the ODP and Commission.

The State Department of Defense opposed the bill.
