Establishes the South Kona Wilderness Area on the island of Hawaii with a mechanism for developing a management plan for the area

Prohibits construction within one thousand feet of the shoreline in the South Kona Wilderness Area on publicly-owned lands only, while allowing private landowners to build dwellings without footprint size restrictions

Authorizes the Department of Land and Natural Resources to acquire private lands within the South Kona Wilderness Area through cash condemnation, with the State bearing appraisal costs

Classifies only publicly-owned lands within the South Kona Wilderness Area as conservation district lands without requiring Land Use Commission proceedings

Creates the Pearl Harbor-Honouliuli Historical District to recognize the historical and cultural significance of certain areas, with Part I of the measure set to expire on June 30, 2032
