Requires a correctional impact statement to accompany any bill filed in a regular session that passes second reading and creates a new criminal offense, amends an existing offense or its penalty, or changes sentencing, parole, or probation procedures.

Correctional impact statement must address estimated new criminal cases per year, fiscal impact of additional persons confined, projected impact on native Hawaiians and at-risk communities, impact on existing correctional facilities and jails, and projected impact on future criminal justice populations.

Requires the corrections population management commission to assist in preparing correctional impact statements by applying a sentencing simulation model to assess the bill's impact on the corrections population.

Establishes that correctional impact statements shall rely on available factual data.

Effective January 1, 2113.
