H.B. 352 Summary

• Requires the Department of Hawaiian Home Lands and Department of Transportation to award contracts within 30 days of the bid opening date for projects awarded after bidding.

• Allows an extension of up to 14 business days if negotiations with the lowest responsible bidder could result in public benefits.

• Requires design professional services contracts (under chapter 464) to be awarded within 45 days of the bid opening date.

• Exempts contracts where the lowest bid exceeds available funding and design-build contracts from the 30-day deadline requirement.

• Takes effect July 1, 2011, and sunsets on June 30, 2013.
