Establishes a burial grant program through the Office of Veterans' Services for deceased New Filipino Scouts who enlisted between October 6, 1945, and June 30, 1947, and died after June 30, 2004.

Authorizes direct payments from the state to mortuaries or crematoriums for funeral, burial services, and transportation of remains to the Philippines upon submission of a service contract.

Requires the Office of Veterans' Services to establish eligibility criteria, application procedures, and payment limits for the burial grants.

Appropriates unspecified general revenues for fiscal years 2011-2012 and 2012-2013 to fund the burial grant program for deceased Filipino veterans.

Takes effect July 1, 2011.
