Amends Act 121 (Session Laws of Hawaii 2010) to require the construction site inspection task force to submit an initial report by 60 days before the 2011 regular session and a final report by 60 days before the 2012 regular session.

Initial report must address violations of tax laws at construction sites, scope of potential cases involving unlicensed contractors and undocumented workers, authority needed by the task force, and recommended legislation and funding.

Final report must include specific legislation or other actions required to implement recommendations from the initial report.

Appropriates funds from general revenues for fiscal year 2011-2012 to support the continued work of the construction site task force under the Department of Commerce and Consumer Affairs.

Takes effect on July 1, 2011.
