Expands the definition of "eligible business activity" under Hawaii's enterprise zones law to include construction and remodeling costs for health care facilities, historic properties, single-family residences, and multi-family dwellings.

Adds two new definitions: "historic property" (buildings over 50 years old listed on national or Hawaii register of historic places) and "multi-family dwelling" (buildings providing shelter for more than two dwellings).

Increases the maximum number of enterprise zones that may be designated in each county from six to twelve areas for a period of twenty years.

Implements recommendations from a 2009 construction industry task force and a 2010 small business working group to encourage private sector investment in construction projects within designated enterprise zones.

Takes effect upon approval.
