Amends Hawaii Revised Statutes Section 103D-408 to require all plans, designs, and specifications for landscaping of state-developed buildings and facilities use native Hawaiian land plants.

Defines "native Hawaiian land plant" as land species naturally growing in Hawaii without human introduction, or species brought to Hawaii by Polynesians before European contact, including kukui, noni, and coconut.

Exempts sod and turf landscaping from the native plant requirement.

Exempts historic properties designated under chapter 6E from the native plant requirement.

Effective July 1, 2013.
