Requires members of five state councils and boards (board of land and natural resources, commission on water resource management, legacy land conservation commission, natural area reserves system commission, and Hawaii historic places review board) to complete training on native Hawaiian rights within six months of appointment.

Tasks the Office of Hawaiian Affairs with developing, designing, and administering a mandatory training course covering native Hawaiian and Hawaiian traditional and customary rights, natural resource protection and access rights, and the state's public trust obligations.

Requires training course to include historical information, state laws, constitutional provisions, and court rulings protecting native Hawaiian rights, plus discussion of public trust resources' importance to Hawaiian communities.

Mandates the Office of Hawaiian Affairs conduct training at least twice per calendar year and allows repetition as needed to accommodate all required participants.

Takes effect January 7, 2059.
