Requires state and county agencies to advise the DLNR and allow review before commencing or approving any project, rather than allowing agencies to make the initial determination of whether projects will impact historic properties.

Establishes DLNR's state historic preservation division as the authority responsible for determining which projects will affect historic properties, aviation artifacts, and burial sites.

Maintains the 90-day review timeline for DLNR to provide written concurrence or non-concurrence, with appeal procedures available to the Hawaii historic places review board and governor.

Takes effect upon approval.
