Expands the correctional industries program to construct affordable housing for rental to tenants with household incomes below 60% of the applicable area median income.

Authorizes the correctional industries program to provide low-cost construction, renovation, and repairs for affordable housing in addition to existing services for state facilities and agencies.

Permits the correctional industries revolving fund to be used for construction of affordable housing alongside existing authorized uses such as equipment purchases, facility improvements, and inmate wages.

Establishes that correctional industries programs should generate revenue to sustain operations, provide inmate training and employment, and operate similar to private business enterprises.
